AMD PowerPlay™, AMD PowerTune and AMD ZeroCore Power are technologies offered by certain AMD Radeon™ products, which are designed to intelligently manage GPU power consumption in response to certain GPU load conditions. Utilization of PCI Express 3.0 bandwidth requires a mainboard equipped with a PCI Express 3.0 PHY. Not all mainboards feature this technology – check with your component or system manufacturer for specific model capabilities.

I built a new computer using this card and have used it extensively for 1 month now. If you just want a multimedia PC this card is more than enough. For gaming you might encounter some issues. I have tried many games and have found it's a little hit and miss whether this card will handle them amazingly, or crash often and display a lot of graphic corruption. AMD might still be working out the kinks on their drivers though so this issue might improve with time. I would definitely recommend this card as the price can't be beat and most newer games will be playable for you.
